Carlos Roca

In April 2022, Carlos Roca was named Controller for the Agency for Community EmPOWERment of NEPA (ACE), directing all ACE’s fiscal activities, which includes planning, coordinating, directing, and evaluating the Agency-wide financial management system in compliance with Federal and State legal/financial requirements as well as in accordance with executive policy guidelines, goals, and objectives, rules including Generally Accepted Accounting Practices (GAAP). In this position, Carlos is responsible for overseeing payroll, program grants, CSBG budgets, audits, and all other financial directives.

Carlos started his Accounting and Finance career as an auditor at KPMG Peat Marwick in Barcelona, Spain where he obtained the top certification of Chartered Accountant in the Country (“Auditor-Censor Jurado de Cuentas”). Looking for bigger challenges Carlos came to the States where he spent most of his career in the private sector in different finance and accounting roles in the Transportation (Nedlloyd Group) and financial Rating Agency sectors (Thomson Financial and Hearst). Having traveled extensively as Director of Finance and Manager of International Finance and as a current dual citizen of Spain and the United States, Carlos’s international perspective gives him a deep appreciation of diversity in all its forms. Carlos is fluent in his native Catalan tongue, Spanish, and French. Carlos's biggest career stretch was at Fitch Ratings Inc. in New York, where he became the Head of Regulatory and Statutory Reporting.

After moving to Pennsylvania in 2021 Carlos got involved in the Non-For-Profit sectors by taking responsibilities as Financial Controller and Business Manager at Lacawac Sanctuary Foundation and Wayne County Historical Society, respectively.

Carlos holds a Degree in Economics and Management Sciences majoring on Economics of the Firm from the University of Barcelona, Barcelona, Spain and earned a Global Professional MBA in Finance & Accounting at Fordham University, Graduate School of Business, New York, NY and holds official Certified Public Accounting Licenses in New York and Pennsylvania
